Teacher schools’ with board passing rates from 10- 20% revealed

The Philippine Business for Education (PBEd) releases a list of  of Teacher Education Institutions (TEIs) all over the country which have test-takers passing rates ranging from 10% to 20% on the Licensure Examination for Teachers (LET).

Following the previously released list of TEIs rating below 10%, the subsequent list shows the passing rates of these TEIs for their first time test-takers, the number of takers, location, and the type of ownership.

t covers nine instances of the LET from October 2009 to September 2013.

Some key findings:

  1. Out of approximately 1,100 TEIs, there are 128 for both elementary and secondary LET exam takers from which more than 10 % but less than 20% of their students passed the exam.
  2. Majority of these are private schools and are mostly found in Luzon.
  3. Region III or Central Luzon has the most number of schools on the list.

Elementary Licensure Exam

There are 63 schools on the list that are offering Bachelor of Elementary Education for which students’ LET passing rates range from 10% to 20% on their first attempt. Of these schools, 29 are located in Luzon, 6 are in Visayas, and 28 are from Mindanao. 47 of these schools are private schools while 16 are government schools.

Secondary

There are 65 schools offering Bachelor of Secondary Education whose LET passing rates for first time takers range from 10% to 20%. Of these schools, 36 are found in Luzon, 7 are located in Visayas, and 22 are from Mindanao. When it comes to the schools’ ownership, 47 of these schools are private while 18 are sustained by people’s taxes.

Both Licensure Exams

There are 11 schools offering both Bachelor of Elementary Education and Bachelor of Secondary Education whose students had passing rates that range from 10% to 20% on their fist take. Of these schools, 6 are found in Luzon, none in Visayas, and 5 in Mindanao. Of the 11 schools, 5 schools are private while 6 are government-owned.

The list was based on an analysis, which was publicly presented by PBEd on March 17, 2014. The study aims to provide detailed information to parents and prospective Teacher Education students regarding the quality of education being offered by TEIs in the country.

It also aims to provide sound and grounded research to help policymakers in their reform efforts. These include:

  • Closing down programs of TEIs that have consistently performed poorly for five years;
  • Requiring TEIs (especially SUCs and LCUs) to make LET results readily available to parents and prospective students;
  • Exploring other pre-college screening instruments or standards such as a national entrance exam for teachers; and
  • Conducting a parallel review of LET questions and the teacher education curriculum of TEIs for improved alignment to the new K-12 system.

The number of TEIs in the analysis varies with actual number TEIs due to the following:

  1. Difference in TEI names or codes written by the examinees
  2. TEIs are tagged based on the undergraduate degree of applicants including those who took up Certificate in Teaching Programs
  3. Recently closed TEIs by CHED

PBEd will continuously release lists of schools belonging in the lower 50% of national test-takers passing rate as a part of its information and consumer protection campiagn, which will guide the public in choosing the best schools for teacher education.
