Oras na maipatupad ang public-private partnerships na ito, mapopondohanang mga serbisyong panlipunan, alinsunod sa ating plataporma. Magkakapondo na po para maipatupad ang mga plano natin sa edukasyon.

Mapapalawak natin ang basic education cycle mula sa napakaikling sampung taon tungo sa global standard na labindalawang taon. Madadagdagan natin ang mga classroom. Mapopondohan natin ang service contracting sa ilalim ng GASTPE.

Pati ang conditional cash transfers, na magbabawas ng pabigat sa bulsa ng mga pamilya, madadagdan na rin ng pondo.

26 July 2010 State of the Nation Address

Philippine Business for Education welcomes President Aquino’s inclusion of key policy issues for Philippine Education in his first State of the Nation Address last 26 July 2010. His statements on education send a clear signal to the country that education shall be his and his government’s priority – a call made by PBEd and the larger umbrella of education stakeholders under the Education Nation umbrella during the 2010 election campaign.

President Aquino zeroed in on 4 key reform areas: expanding the basic education cycle from 10 to 12 years, filling the gaps in the system of classrooms, books and teachers, expanding education service contracting and continuing conditional cash transfers. PBEd notes that the President’s mention of these four areas was surely done on purpose to reiterate what we have been saying so many times already.

THAT QUALITY EDUCATION FOR ALL IS INDEED ABOUT FILLING THE GAPS AS WELL AS CORRECTING WHAT IS WRONG WITH THE SYSTEM. It is not about one over the other nor one before the other. A system wide approach to reform is necessary. Doing otherwise may just lead us to spending more in both the medium and long terms.

PBEd, together with Education Nation, expresses its willingness once more to work in partnership with government to make possible system wide and sustained education reform. Just as volunteerism propelled the Aquino Government into power, so too shall change in Philippine Education become reality. Already, school-community partnerships on the ground have shown the way forward in making schools perform better. Government and the private sector must ensure that these islands of excellence become the norm for all by scaling up these successful initiatives. Public-Private Partnerships or PPPs must indeed become part of our education reform effort and PBEd commits to facilitating, encouraging, initiating and seeing through such partnerships.
